THEARY SENG
a Cambodia-born, American-trained lawyer and author of Daughter of the Killing Fields, will discuss her life and the loss of her parents during the Khmer Rouge period in Cambodia, and give an update assessment of the Khmer Rouge Tribunal (KRT, formerly known as the Extraordinary Chambers in the Courts of Cambodia, or ECCC) and its experimentation of victims' participation as a "civil party."
The ECCC/KRT is a hybrid court of Cambodian and UN officials established to try Khmer Rouge "senior officials" and "those most responsible for mass crimes committed between April 17, 1975 and January 6, 1979. It is limited as a court of law as a mechanism for legal accountability, but as a "court of public opinion," acts as a powerful catalyst for social accountability--the constructive engagement of Cambodian Killing Fields survivors and their transformation from subjects/survivors into inforfmed, empowered citizens. The court offers an unprecedented role for victims to become direct parties in a criminal proceeding.
Theary Seng was the first such civil party to be recognized by the ECCC/KRT and testified against the most senior surviving Khmer Rouge leader, "Brother No. 2" Nuon Chea, in February 2008.
